Was born in 1964 in the city Kirovabad.

Graduated from the Academy of Internal Affairs of Ukraine.
1992 - 1995
Served as a Chief Expert in the Supreme Council.
1995 - 1999
Served as a Consultant in the National Assembly of the Republic of Armenia.
1999 - 2001
Served as a Judge in the Court of First Instance of Kotayk Region.
2001 - 2009
Served as a Judge of the RA Criminal Court of Appeal.
January 15, 2009
Upon the Decree of the RA President was appointed to the position of a Judge of the Criminal Chamber of the Court of Cassation.
Poghosyan was awarded Mkhitar Gosh Medal in celebration of the 25th anniversary of the Court of Cassation formation, as well as for his contribution towards strengthening lawfulness and legality, and the development of the judicial power by the decree of the President of the Republic of Armenia dated July 6, 2023.
